1. Emergency Monitoring and Reporting Officer

12 months based in Nairobi

The Monitoring and Reporting Officer will serve as primary writer for the development of proposals and donor reporting to support the emergency response in Somalia.

S/he will work closely with the Emergency Programme Manager in the overall implementation and management of monitoring, impact assessment and information management to ensure high quality, innovative and accountability standards are integrated into the regular donor reporting system of the Save the Children’s Emergency Response in Somalia.

Person Specification
• Demonstrated experience of writing winning proposals for different key institutional donors,
• Experience and knowledge of monitoring and needs/impact assessment methods
• Good negotiation, communication, personal organizational skills including time management, decision-making and interpersonal skills and ability to work as part of a team.
• Understanding of donor compliance and key SC reporting procedures

2. Director of Operations

12 months based in Nairobi

The Director of Operations will be responsible for providing supportive management to the Area Representatives in each of Save the Children’s operational areas, to ensure that robust systems are in place that allow for the portfolio of work to be delivered in an integrated manner, efficiently, on time, within budget and that it achieves the objectives.

He/She will work closely with other members of the senior management team drawing on support from their sections to ensure the quality of programming and that each programme area is assessing and responding to the emergency needs of children as Save the Children’s dual mandate requires.

Person Specification
• Post graduate masters degree on development or other social sciences
• 10+ years’ management experience of managing systems to support programme delivery
• Proven experience of delivering multi sector programmes with an annual budget in excess of GBP 10m indicating substantial experience and knowledge of effective financial and budgetary control and securing and managing grants (e.g., EC, ECHO, UN mechanisms, SIDA, DANIDA and DFID grants).
• Proven experience of managing people at senior level and promoting a consultative and inclusive management style.
• An in-depth understanding of national and international development issues in particular in relation to children.

The Adventist Development and Relief Agency (ADRA) Somalia is an International Non-Governmental Organization registered in Kenya and operating in Somalia.

ADRA is seeking services of experienced consultant to carry out End of Project Evaluation in Somaliland and Desk study in Bay and Bakol Regions.

Purpose of the evaluation:
• To carry out a thorough desk study by making references to report and documents available on original EWLSP program and interviewing key project staff available and compile report with recommendations.
• To make a field assessment mission to Somaliland and visit project sites, interview project beneficiaries, project staff and other project stakeholders involved in project implementation to assess achievement, impact and lessons learned from EWLSPMod(1).
Consultant’s responsibilities and tasks:
• Compare stated program goals and objectives with actual accomplishments, and examine the reasons for such performance.
• Review and analyze the project phases from its planning stages until completion including inputs, implementation processes, monitoring and documentation.
• Examine the facilitating and constraining factors, as well as the relevant processes that took place, and recommend how to address constraints and capitalize on strengths.
• Determine the appropriateness of strategies and approaches used to achieve objectives.
• Examine how the water points/physical facilities and management or social infrastructures (WASH committees) are actually functioning, versus plans.
• Examine how the kitchen gardens/demo farms are functioning and ideas which women learned and able to replicate in diet diversification at both the community and family levels

Qualifications and expertise of the consultants:
• A master’s degree in social sciences.
• Experience with non-formal, participatory learning approaches.
• Experience in assessing qualitative impacts and processes relating to attitudinal change.
• Well experienced with program monitoring and evaluation.
• Professional experience in developing countries preferably previous experience working in Somalia/Somaliland.

2. Gender Project Officer

Reporting to the Gender and Development Coordinator, the Gender Project Officer will be responsible for planning, implementing, monitoring and documenting all Sexual and Gender Based Violence (SGBV) activities in one of the refugee camps.

The incumbent will supervise the Assistant Gender Project Officer and work closely with other RAP sectors.

Duties and Responsibilities
• Develop an accurate database on Gender Based Violence (GBV) incidents and participate in developing appropriate response for their management
• Provide support to SGBV survivors to reconstruct their lives through interagency referrals including counseling services, livelihood activities, vocational training, protection and emergency medical aid
• Initiate anti-SGBV prevention activities to reduce reported incidences
• Conduct regular block and home visits to assess and verify SGBV cases
• Develop innovative and sustainable anti Female Genital Cut (FGC)strategies and engage the refugee community to support their implementation
• Prepare project progress reports and submit to the sector coordinator as per set deadlines

APHIAplus Zone 3 is a five-year partnership between USAID and the Government of Kenya (GoK) to implement a Country-led, Country-owned and Country-managed project for better health and social outcomes of residents in the region.

The partnership is supported through FHI, which is leading a consortium of several sub-partners in Rift Valley.

National of Organization of Peer Educators (NOPE) is the sub-partner charged with improving the quality of the responses for youth in the project.

Senior Technical Officer (Youth Social Development)

The incumbent will be based in Rift Valley Province and will work closely with the Local Implementing Partners in delivering quality health information and related social services to youth in counties within the region

Overall Purpose

To strengthen innovative and evidence-based youth development programs which aim at improving the social and health status of young people through investing in their individual and organizational technical capacity development

Key Responsibilities
• Lead the Technical Capacity Assessment (TCA) for Local Implementing Partners working with partners sub contracted by FHI.
• Coordinate periodic and regular technical assistance activities for Local Implementing Partners working with youth including holding quarterly technical review meetings

Qualifications and Experience
• A Masters degree in Social Sciences or its equivalent and post graduate training in Entrepreneurship/Community Development/Program Management/Grants Management or the equivalent
• Minimum 5 years experience in HIV/AIDS and Reproductive Health programming with at least 2 years in a similar position

The incumbent will be based in Nakuru and will work closely with the Ministry of Youth Affairs and Sports (MOYAS) staff in counties within the region.

Overall Purpose

To ensure full participation of youth in Kenya Government-led development programs and policies that affect them both directly and indirectly through solid networks established in selected counties

Key Responsibilities
• Lead the identification of points of convergence between the GOK line ministries youth policy framework/plans and APHIAplus plans/commitments and ensure appropriateness of responses
• Provide technical leadership in interpretation of the relevant youth related policies, guidelines and procedures within the project activities

Senior Technical Officer (Biomedical and Community Health Services)

The incumbent be based in Rift Valley Province with frequent travel within the counties in the region where biomedical and community health services are offered to youth

Overall Purpose

To improve the quality of youth-focused biomedical and community health services in the counties especially for the marginalized and those with special needs like Youth Living with HIV (YPLHIV)

Key Responsibilities
• Provide technical support to GoK line ministries towards implementation and scale up of services at all levels along the National Guidelines for Provision of Youth-Friendly Services and provisions of the Kenya Expanded Package of Health for youth
• Strengthen the health and social responses for vulnerable, marginalized and youth with special needs especially young people living with HIV (YPLHIV)
• Design, adopt and implement girl-centered programming in the community health units with a strong linkage to schools programs and programs for married adolescents and young mothers
• Oversee the integration of the national and county-specific health agenda and services within the youth related local responses in the counties, especially those funded by the USG
• Create, document and strengthen feedback mechanisms to health and social facilities where youth get services
• Consult with sub-partners charged with implementing the community strategy alongside the GoK to ensure youth needs are adequately catered for and appropriate technical assistance is provided
• Provide technical guidance on improvement and increased involvement of youth in the day to day operations of the established and new community health units

Qualifications and Experience
• A Masters degree in Clinical Services/Public Health or its equivalent with postgraduate training in Social Work or Health Promotion
• Minimum 5 years experience in HIV and AIDS and Reproductive Health programming with at least 3 years in a similar technical position

Overall Objective

Under the supervision of a Programme Manager, the Great Lakes Programme Officer will help manage and lead the strategic development and implementation of DRC’s Great Lakes Programme in six countries of operation.

Background

DRC’s Great Lakes Programme aims to support and enhance the involvement of civil society in promoting the implementation of the international commitments made by States for protecting and assisting displaced persons in their countries.

The aim of the programme is to promote the strategic engagement of CSOs in promoting the implementation of provisions pertaining to displacement contained in the Great Lakes Pact and other relevant regional instruments, in particular the IDP and Property Protocols of the Great Lakes Pact and the AU Kampala Convention, with activities ranging from research and data collection at the local level, to advocacy and policy formulation at the national and regional/international levels.

The programme works in six countries of the Great Lakes region (Kenya, Uganda, Burundi, DR Congo, CAR and Sudan) and addresses the issue of displacement from a conflict prevention/resolution perspective.

The objective is to offer targeted and needs-based technical and/or financial support to civil society organisations seeking to promote the implementation of displacement-related provisions contained in regional legislation by carrying out activities of sensitisation, research, monitoring or advocacy.

In addition, an important aspect of the programme is its objective to build, over time, a regional expertise on displacement by conducting joint work on a regional basis and learning lessons from the different programme partnerships.

Furthermore, the work carried out by the programme partners combines rights-based approaches to displacement (using the legal instruments contained and referenced in the Great Lakes Pact and other relevant regional frameworks), with conflict transformation tools for analysis and programming (looking at the impact of displacement on local peace and conflict dynamics and seeking an integrated response to displacement taking into account social, political and economic dimensions in policy-making).

Key Responsibilities

1) Ensuring, in collaboration with the Programme Manager, that the programme’s strategic objectives are met for the period 2011-2012. For this, the programme officer will have specific experience in:
• Project management
• Project portfolio analysis and review
• Budget monitoring
• Financial/narrative reporting

2) Developing, in collaboration with the Programme Manager and partner NGOs, programmes of action in Kenya, Uganda, Burundi, Democratic Republic of the Congo, South Sudan and the Central African Republic to achieve programme goals, and providing necessary support for their implementation. Such assistance might include:
• Advice and information about regional mechanisms and their relation to national processes;
• Research and analysis on refugee/IDP protection issues;
• Development of advocacy strategies locally and nationally;
• Production of advocacy and communications material;
• Planning and elaboration of project-based activities;
• Compilation of narrative reporting
3) Maintaining relationships with NGO partners in Kenya, Uganda, Burundi, DR Congo, South Sudan and CAR, providing strategic and technical guidance to them in collaboration with the programme team and conducting field visits to discuss the project objectives and outputs;

4) Assisting in the management of ongoing research and capacity-building projects at the country and regional levels, ensuring the timely delivery of DRC’s technical inputs to the partners and of the partners’ narrative and financial reporting obligations to DRC:
• Identification and documentation of capacity-building needs
• Contracting of consultants for the delivery of technical support
• Monitoring of capacity-building outcomes and impact
5) Maintaining positive relationships with collaborators and other stakeholders at the local, national and regional level:
• Participating in national and regional information-sharing and advocacy initiatives
• Documenting DRC’s work and producing briefing notes to be shared with collaborators
6) Informing him/herself of regular context analyses to ensure optimal relevance and impact in the six countries of operation :
• Producing briefing notes/contextual analyses to inform programme documentation.
7) Contributing to DRC’s accountability to the programme’s donor(s) by reaching the objectives set out in the programme documents and inputting into the provision of timely narrative and financial reports.

Qualifications
• Academic background in International Law and/or International Politics;
• At least 4 years’ professional experience with an international NGO working on project management;
• Capacity to manage the project cycle, including monitoring and reporting, narrative and financial;
• Proven experience working with civil society organisations in Africa on policy development and advocacy;
• Practical experience in capacity-building of CSOs, research, and policy formulation;
• Full proficiency in both spoken and written English and French;
• Ability to communicate in both English and French with national CSOs, INGOs, Ministries, national and international policy-makers;
• Capacity to write reports and briefing notes in both English and French;
• Preferably experience in at least one country of the Great Lakes region of Africa.

Main Purpose of the Job:

To provide oversight and management for all programmes and ensure their quality and the achievement of set goals and results.

Objectives:
• To develop relevant, effective and sustainable programme strategies, objectives, goals and plans within the organisation’s strategic framework;
• In liaison with the General Manager to coordinate the implementation and general management of the organisation’s programmes and ensure that programme results are achieved effectively and efficiently.

• In liaison with the General manager to ensure adequate programme reporting to relevant stakeholders

• To ensure that a sound monitoring and evaluation system is in place that provides a sound basis for the development of new programmes or initiatives.

Purpose of the Position:

To Support the Water, Sanitation & Hygiene Project Director provide the technical leadership and direction needed to successfully support timely and quality implementation of Kenya integrated WASH initiative Project to improve child well being as well as being responsible for the coordination and overseeing the work of Kenya Integrated WASH initiative.

In order to successfully do so, the Associate WASH Director must be able to effectively communicate World Vision’s Christian ethos and demonstrate a quality of spiritual life that serves as an example to others.

Major Responsibilities:

* Direct the successful implementation of WASH Programme and roll out of all project elements in the National Office and IPA strategic and operational plans that focus specifically on provision of potable water and adequate sanitation as well as empowerment in focus to community well being;
* Ensure quality, focus and feasibility in the development, design, implementation, monitoring and evaluation of WASH Programme interventions in target communities;
* Ensure that the project interventions are designed and developed not only in alignment with WVK fully integrated three track ministry approach but also in compliance with WV, GOK, SPHERE,WHO,GIG and other accepted norms and standards including DNH programming model;
* Direct the provision and/or establishment of needed tools, methodological approaches, technical assistance, training / capacity building, DME support and accompanying business processes to ensure that project interventions in target communities achieve or surpass relevant WV child well being objectives;
* Ensure successful development, elaboration and roll out of implementation strategies and operational guidelines in response to community well being priorities;
* Provide effective leadership to staff within the and WASH Programme Branch and directly manage the National Coordinators for Water and Sanitation & Hygiene and Logistics officer in liaison with the Associate Director Supply Chain Management;
* Support the consolidation of a learning culture - based upon evidenced based best practices and industry standards - to enable project staff to achieve and/or surpass established targets and standards and;
* Impart appropriate mentoring, coaching and supervision in order to equip, motivate and empower a new generation of technical specialists within WASH Programme and WVK in general.

Qualifications: Education/Knowledge/Technical Skills and Experience:

* The holder of this position must have a Bachelor’s degree in Water/Civil Engineering from a recognized University. An advanced relevant degree is an added advantage;
* They must have a minimum of 7 years experience designing, planning, implementing, supervising and reporting on integrated development, relief and/or advocacy projects and at least 3 years experience as a manager;
* Well Knowledgeable in Kenya Government WASH policies, water reforms and structures related to water systems, SPHERE, WHO, GEG standards including DNH programming model.
* They must have both an extensive conceptual understanding of and demonstrated practical command for implementing WASH program design, management and evaluation principals:
* The holder of this position must be a results orientated leader who can manage and satisfy multiple and at times conflicting organizational, donor and other stakeholder demands.
* He /she must also have solid public relations skills and be a strong team player.
