IUCN Eastern and Southern Africa Regional Office (ESARO) covers twenty three countries in the Horn of Africa, Eastern Africa, Southern Africa and the Western Indian Ocean and is inviting applications from suitably qualified candidates to fill the following position of Junior Professional Assistant under its WISP (World Initiative for Sustainable Pastoralism programme):

Responsibilities

The Junior Professional Assistant will support the Team Leader to manage projects, project components and programmatic activities under the Drylands Programme Portfolio with a specific focus on but not limited to WISP.

He/She shall be responsible for providing programmatic administrative support to the WISP programme.

Specifically the Junior Professional Assistant will:-

1. Assist with the development and administration of annual work-plans, budgets, internal agreements, contracts and progress reports as required by collaborating partners, steering committee and donors;

2. Ensure due diligence in the planning, monitoring and evaluation and reporting of assigned project activities;

3. Assist the management of portfolio-related expenditures in accordance with IUCN procurement procedures; Compiling the WISP monthly newsletter, facilitating the translation into French, Spanish and Arabic and sending it out through WISPnet with the guidance of the WISP GC;

4. Managing the production of WISP outputs (studies, reports, policy notes, etc), including proof reading, recommending amendments to the products and getting them translated and finalized using the in house production team.

Competencies
• Minimum of a first degree in Social Sciences, Natural Resource Management or related field;
• Master’s degree and/or two years working experience are an asset;
• Strong knowledge and interest on Drylands and Pastoralism Development and the conservation issues associated with these themes;
• Excellent IT and communication skills (outlook, spreadsheet, word processing, database, website management);
• A strong command of English as a working language is essential, as well as French skills; written and spoken skills of Spanish or Arabic would be a distinct advantage; other UN languages are an asset.

The Monitoring and Reporting Officer will serve as primary writer for the development of proposals and donor reporting to support the emergency response in Somalia.

S/he will work closely with the Emergency Programme Manager in the overall implementation and management of monitoring, impact assessment and information management to ensure high quality, innovative and accountability standards are integrated into the regular donor reporting system of the Save the Children’s Emergency Response in Somalia.

Person Specification
• Demonstrated experience of writing winning proposals for different key institutional donors,
• Experience and knowledge of monitoring and needs/impact assessment methods
• Good negotiation, communication, personal organizational skills including time management, decision-making and interpersonal skills and ability to work as part of a team.
• Understanding of donor compliance and key SC reporting procedures

2. Director of Operations

12 months based in Nairobi

The Director of Operations will be responsible for providing supportive management to the Area Representatives in each of Save the Children’s operational areas, to ensure that robust systems are in place that allow for the portfolio of work to be delivered in an integrated manner, efficiently, on time, within budget and that it achieves the objectives.

He/She will work closely with other members of the senior management team drawing on support from their sections to ensure the quality of programming and that each programme area is assessing and responding to the emergency needs of children as Save the Children’s dual mandate requires.

Person Specification
• Post graduate masters degree on development or other social sciences
• 10+ years’ management experience of managing systems to support programme delivery
• Proven experience of delivering multi sector programmes with an annual budget in excess of GBP 10m indicating substantial experience and knowledge of effective financial and budgetary control and securing and managing grants (e.g., EC, ECHO, UN mechanisms, SIDA, DANIDA and DFID grants).
• Proven experience of managing people at senior level and promoting a consultative and inclusive management style.
• An in-depth understanding of national and international development issues in particular in relation to children.

Merlin Nutrition Officer and PHC Supervisor Jobs in Southern Sudan

Merlin (UK) an International Non-Governmental Organization specializing in the provision of health care worldwide is looking for qualified individuals to fill the following positions

1. Nutrition Officer

The Nutrition Officer will be responsible for the implementation and close supervision of project activities to ensure quality delivery of services throughout Merlin’s implementing sites

Key responsibilities:
• Support planning, implementation and supervision of HFs and HPs staffs in order to implement community based nutrition programs in all Merlin supported sites.
• Coordinate with other project supervisors to ensure appropriate referral and follow up of patients admitted to nutrition programme
• Closely follow national nutritional and CMAM guidelines and ensure they are adhered to by staff
• Identify and report immediately any medical or administrative problems that may interfere in achieving project activities.
• Prepare accurate and timely monthly nutrition reports with meaningful analysis of nutrition trends and proposed solutions for how to address emerging issues
• Support the Nutrition Coordinator in the development of IEC materials related to nutrition
• Support field sites with the organization of the logistics of food commodities in collaboration with partners (MOPH, WFP and UNICEF)
• Produce a regular request for appropriate office/administrative or programme materials, supplies and equipment in coordination with the Logistics Officer
• Ensure that accurate records of food consumption are kept and the support office is advised of stock balances in a timely manner (to avoid stock-outs)
• Ensure the maintenance of the nutrition programme database
• Assist in the preparation and implementation of nutrition surveys when required
• Assist in conducting needs assessments, community mapping, research and development of proposals through frequent field visits
• Identify any training needs of staff and develop training programme to meet these needs in coordination with Nutrition Coordinator
• Assist and conduct training for Merlin South Sudan health facilities and HPs and to ensure surveillance, management and referrals of malnutrition cases in the state /county

Minimum Requirements:
• Bachelor’s degree in Public Health, Nursing , Food & Nutrition or equivalent;
• Minimum two (2) years work experience in community nutrition work and implementation of nutrition education programmes, including monitoring and evaluation;
• Understanding of community management of acute malnutrition;
• Experience in KAP assessments and formative research and understanding of nutritional surveillance and information systems;
• Proven capacity to supervise, train and coach local staff and community workers;
• Must be a qualified nutritionist with IYCF experience.

2. PHC Supervisor

The PHC Supervisor will be based in Boma with regular visits to field sites to ensure delivery of PHC services in collaboration with the Senior Health Coordinator, the Project Coordinator and the County Health Authorities.

The delivery of health services is conducted according to GOSS MOH policies and guidelines and Merlin’s internal procedures.

Key Responsibilities
• In collaboration with Project Coordinator, Senior Health coordinator and Community leaders /Community Health Committee facilitate , supervise establishment of referral system for all cases to the Boma PHCC+
• Support Merlin’s primary health care activities for delivery of essential curative and preventive healthcare interventions
• Develop, plan and implement project primary health care programs in close collaboration with medical and non-medical personnel, ensuring coherence between activities and contingencies for changes in project direction and priorities related to the humanitarian context.
• Work with County Health Department (CHD),Community Health Committees (CHCs) and Community Health Workers to render quality healthcare and preventive services in the Merlin supported PHC facilities and catchment community
• Ensure adequate supply of essential drugs, diagnostics and other consumables to the PHCUs and the HHPs
• Ensure regular supportive supervision of health activities at the PHCUs; Emphasis includes correct diagnosis and case management according to MOH protocols.
• Identify training needs and develop training modules in consultation with the Senior Health Coordinator
• Ensure that the staffs are trained on the job regularly and their skills are improved appropriately
• In collaboration with the Merlin PHC Nurse, ensure that the TBA/TM network and referral is fully functional
• Conduct and supervise training activities of CHVs/HHPs, clinic staff, TBAs/TMs, Community Health Committees (CHCs), Community Health Workers in coordination with PHC Nurse
• Conduct routine and mobile integrated outreach and health promotion activities
• Conducting/organizing Training of Trainers on targeted disease control approach including follow up after training
• Represent Merlin, collaborate and coordinate with county health department and other partners at county level for project activities
• Participate in drawing up plans, and contribute to proposals and budgets for new projects/extensions of projects in conjunction with the relevant colleagues
• Proactively contribute to programme development and strategy
• Support quality referral system from Merlin supported PHC facilities to secondary care facilities
• Ensure rational use and management of drugs, medical supplies and equipment and adherence to treatment protocols are maintained in all PHC facilities
• Support CHD in planning for joint PHC supportive supervisory visits schedules for continued monitoring and evaluation of the programme
• Ensure that Expanded Program on Immunization is efficiently managed at each PHC level
• Assist in the planning and implementation of mass immunisation campaigns in the respective community where necessary.
• Ensure that HIV&AIDS, Reproductive health and Nutrition crosscutting activities are appropriately integrated in the PHC facilities and ensure accurate communication with the Merlin coordinators concerned
• Perform any other duty as may be assigned by the Senior Health Co-ordinator and Project Coordinator
Supervision
• Provide technical support to the PHCU and PHCC staffs including participation in evaluation and impact analysis of current projects
• Quality control of medical logistics with logisticians on the project
• Responsible for timely preparation and approval of all medical supply requests for the health facilities and HHP
• Co-ordination and support of medical staff members
Monitoring & Evaluation
• Ensure the use of established reporting framework for data collection, analysis and report to partners including GOSS MOH and other agencies
• Collecting and collating monthly and periodic activity reports for the project
• Constant assessment of the medical needs of the community and guiding of activities to respond to their needs
• Prepare monthly medical activity reports including data analysis, for inclusion in the monthly situation report
• Together with the Senior Health Coordinator, responsible for encouraging community participation in health activities, to ensure the long term ownership and effectiveness of the programme
• Monitor the quality of the service delivery at PHCU and community level
• Monitor drug utilization and ordering of drugs and ensure their rational use during consultations and that the utilization of drugs correlates to epidemiological reports.
• Participate in monitoring of health and humanitarian situation in the project area and in developing appropriate EP & R in collaboration with the Senior Health Coordinator and Project coordinator.
• Support the Data Officer in accurate data collection, disease surveillance and analysis from all peripheral project sites on a monthly basis and in accordance to the MoH requirements
• Ensure HIS is maintained in all PHCUs and capacity building in this area is implemented
• Ensure routine and timely collection of surveillance data to allow for timely warning of potential outbreaks of disease to local and national MoH
• Collaborate with Merlin Senior Health Coordinator and counterpart staff for data collection, analysis and report writing on a monthly and Quarterly basis
• Ensure use of established reporting frames for data collection, analysis and report for the Ministry of Health, Donors and other partners
• Ensure all stakeholders receive accurate and timely morbidity statistics

Minimum Requirements:
• Health professional with strong Public health experience background (Registered nurse/midwife, Clinical Officer or other health professional with experience in implementation of community based primary health care and health education programs)
• Experience in setting up and implementing primary health care programs
• Experience in conduction of basic surveys
• Excellent management and professional skills to enable the motivation, encouragement and participation of national health team members
• Ability and flexibility to understand the cultural and political environment and to work well with local health representatives.
• Good interpersonal capacities, organization skills and ability to work with a team while developing and implementing programs.
• Ability to assess evolving health needs quickly and calmly under pressure as required.
• Excellent communication skills, with good spoken and written English

Peace and Development Forum (PDF) is a not- for profit consortium of over 200 youth self-help groups in Central Rift Valley.

With its head office based in Nakuru, PDF through partnership with Mercy Corps, an international NGO is currently implementing a local empowerment and peace building program in Nakuru and Molo districts- LEAP II.

The over-arching goal of LEAP II is to strengthen the ability of local, district, and provincial structures to address the root causes of post-election violence and promote sustainable peace and reconciliation.

PDF is working in partnership with Mercy Corps to contribute to this goal through supporting youth integration and addressing a key cause of violence through youth leadership training, small scale cash-for-work community reconstruction projects, and income generation activities.

• Maintain custody of the office cash fund and make daily payments of approved transactions
• Prepare cash payment vouchers and ensure that all cash transactions are fully and properly documented
• Review expense reports (travel expense reports and operational expense reports) for accuracy and completeness and ensure that expense reports have been fully approved before payment
• Perform daily cash count
• Record payment vouchers daily in the cashbook
• Prepare checks or wire transfer requests based on fully approved document
• Prepare bank payment vouchers and ensure that all bank transactions are properly and fully documented
• File all cash and bank vouchers and maintain voucher filing system such that files are updated, complete and safeguarded
• Preparation of the funding request.
• Preparation of Financial reports incompliance with donor requirement.

Knowledge and Experience:
• Two or more years of bookkeeping, banking or cashiering experience preferably in NGO.
• A degree in accounting and CPA part II.

• Excellent oral and written English skills
• Knowledge and experience in preparing financial reports
Success Factors

The Adventist Development and Relief Agency (ADRA) Somalia is an International Non-Governmental Organization registered in Kenya and operating in Somalia.

ADRA is seeking services of experienced consultant to carry out End of Project Evaluation in Somaliland and Desk study in Bay and Bakol Regions.

Purpose of the evaluation:
• To carry out a thorough desk study by making references to report and documents available on original EWLSP program and interviewing key project staff available and compile report with recommendations.
• To make a field assessment mission to Somaliland and visit project sites, interview project beneficiaries, project staff and other project stakeholders involved in project implementation to assess achievement, impact and lessons learned from EWLSPMod(1).
Consultant’s responsibilities and tasks:
• Compare stated program goals and objectives with actual accomplishments, and examine the reasons for such performance.
• Review and analyze the project phases from its planning stages until completion including inputs, implementation processes, monitoring and documentation.
• Examine the facilitating and constraining factors, as well as the relevant processes that took place, and recommend how to address constraints and capitalize on strengths.
• Determine the appropriateness of strategies and approaches used to achieve objectives.
• Examine how the water points/physical facilities and management or social infrastructures (WASH committees) are actually functioning, versus plans.
• Examine how the kitchen gardens/demo farms are functioning and ideas which women learned and able to replicate in diet diversification at both the community and family levels

Qualifications and expertise of the consultants:
• A master’s degree in social sciences.
• Experience with non-formal, participatory learning approaches.
• Experience in assessing qualitative impacts and processes relating to attitudinal change.
• Well experienced with program monitoring and evaluation.
• Professional experience in developing countries preferably previous experience working in Somalia/Somaliland.

GeSCI is seeking an experienced researcher/analyst with a Master’s degree in Social Sciences in one of the Knowledge Society domains of ICT, Education, Science and Technology (S&T). The person is expected to contribute to and support GeSCI programmes as a researcher/analyst.

The researcher/analyst will work closely with the GeSCI international and local staff in a collaborative team environment.

The researcher/analyst will be mainly responsible for supporting multi-disciplinary programmatic activities primarily in the ALICT programme, but will also provide support across a number of existing programmes and new programmes by :
• undertaking a variety of high level analyses/studies for decision making, strategic planning, programme development, scenario building and forecasting purposes;

Key requirements for the role are:
• Master’s degree in Social Sciences or other relevant field or in one of the Knowledge Society domains of ICT, Education, Science and Technology

• Proven track record of analytical based project work with experience interpreting and manipulating statistical information, producing clear and concise reports to programme management

Communication Skills:
• Fluency in English is required. Hands on Word, Excel, Power Point, Ms Project and Internet are mandatory.

Programme Officer - Great Lakes Job - Danish Refugee Council (DRC)

Overall Objective

Under the supervision of a Programme Manager, the Great Lakes Programme Officer will help manage and lead the strategic development and implementation of DRC’s Great Lakes Programme in six countries of operation.

Background

DRC’s Great Lakes Programme aims to support and enhance the involvement of civil society in promoting the implementation of the international commitments made by States for protecting and assisting displaced persons in their countries.

The aim of the programme is to promote the strategic engagement of CSOs in promoting the implementation of provisions pertaining to displacement contained in the Great Lakes Pact and other relevant regional instruments, in particular the IDP and Property Protocols of the Great Lakes Pact and the AU Kampala Convention, with activities ranging from research and data collection at the local level, to advocacy and policy formulation at the national and regional/international levels.

The programme works in six countries of the Great Lakes region (Kenya, Uganda, Burundi, DR Congo, CAR and Sudan) and addresses the issue of displacement from a conflict prevention/resolution perspective.

The objective is to offer targeted and needs-based technical and/or financial support to civil society organisations seeking to promote the implementation of displacement-related provisions contained in regional legislation by carrying out activities of sensitisation, research, monitoring or advocacy.

In addition, an important aspect of the programme is its objective to build, over time, a regional expertise on displacement by conducting joint work on a regional basis and learning lessons from the different programme partnerships.

Furthermore, the work carried out by the programme partners combines rights-based approaches to displacement (using the legal instruments contained and referenced in the Great Lakes Pact and other relevant regional frameworks), with conflict transformation tools for analysis and programming (looking at the impact of displacement on local peace and conflict dynamics and seeking an integrated response to displacement taking into account social, political and economic dimensions in policy-making).

Key Responsibilities

1) Ensuring, in collaboration with the Programme Manager, that the programme’s strategic objectives are met for the period 2011-2012. For this, the programme officer will have specific experience in:
• Project management
• Project portfolio analysis and review
• Budget monitoring
• Financial/narrative reporting

2) Developing, in collaboration with the Programme Manager and partner NGOs, programmes of action in Kenya, Uganda, Burundi, Democratic Republic of the Congo, South Sudan and the Central African Republic to achieve programme goals, and providing necessary support for their implementation. Such assistance might include:
• Advice and information about regional mechanisms and their relation to national processes;
• Research and analysis on refugee/IDP protection issues;
• Development of advocacy strategies locally and nationally;
• Production of advocacy and communications material;
• Planning and elaboration of project-based activities;
• Compilation of narrative reporting
3) Maintaining relationships with NGO partners in Kenya, Uganda, Burundi, DR Congo, South Sudan and CAR, providing strategic and technical guidance to them in collaboration with the programme team and conducting field visits to discuss the project objectives and outputs;

4) Assisting in the management of ongoing research and capacity-building projects at the country and regional levels, ensuring the timely delivery of DRC’s technical inputs to the partners and of the partners’ narrative and financial reporting obligations to DRC:
• Identification and documentation of capacity-building needs
• Contracting of consultants for the delivery of technical support
• Monitoring of capacity-building outcomes and impact
5) Maintaining positive relationships with collaborators and other stakeholders at the local, national and regional level:
• Participating in national and regional information-sharing and advocacy initiatives
• Documenting DRC’s work and producing briefing notes to be shared with collaborators
6) Informing him/herself of regular context analyses to ensure optimal relevance and impact in the six countries of operation :
• Producing briefing notes/contextual analyses to inform programme documentation.
7) Contributing to DRC’s accountability to the programme’s donor(s) by reaching the objectives set out in the programme documents and inputting into the provision of timely narrative and financial reports.

Qualifications
• Academic background in International Law and/or International Politics;
• At least 4 years’ professional experience with an international NGO working on project management;
• Capacity to manage the project cycle, including monitoring and reporting, narrative and financial;
• Proven experience working with civil society organisations in Africa on policy development and advocacy;
• Practical experience in capacity-building of CSOs, research, and policy formulation;
• Full proficiency in both spoken and written English and French;
• Ability to communicate in both English and French with national CSOs, INGOs, Ministries, national and international policy-makers;
• Capacity to write reports and briefing notes in both English and French;
• Preferably experience in at least one country of the Great Lakes region of Africa.

Duty station: The duty station for this position is based in Nairobi. This is a non-family post.
