Declaration of Vacancies

Pursuant to the provisions of Article 246 (2) (a) of the Constitution and Section 5 of the National Police Service Commission Act, 2011 (No. 30 of 2011), the Selection Panel invites applications from suitably qualified persons for the positions of a Chairperson and five (5) Members of the National Police Service Commission as shown below.

A. VAC. No. 001/2011

Chairperson, National Police Service Commission

Article 246 (2) of the Constitution and Section 5 (1) of the National Police Service Commission Act, 2011

No. of Vacancies: 1

For appointment as Chairperson, National Police Service Commission, a person should:

i. be qualified to be appointed as a High Court Judge in Kenya pursuant to the provisions of Article 166 (5) of the Constitution;

or

ii. possess a degree from a university recognized in Kenya;

and

iii. be a citizen of Kenya;

iv. meet the requirements of Chapter Six of the Constitution;

v. be a person of integrity who has served the public with distinction

vi. Not be and has not previously been a member of the National Police Service.

B. VAC. N0. 002/2011

Member, National Police Service Commission (Retired Senior Police Officers)

Article 246 (2) (a) (ii) of the Constitution and Section 5 (2 and 3) of the National Police Service Commission Act, 2011

No. of Vacancies: 2

For appointment as a member, National Police Service Commission under this category a person must:

i. be a citizen of Kenya;

ii. hold a degree from a university recognized in Kenya

iii. be a retired police officer either in the Kenya Police Service or Administrative Police Service.

iv. have held the rank of Senior Superintendent of Police or above; and

v. meets the requirements of Chapter Six of the Constitution;

C. VAC. N0. 003/2011

Member, National Police Service Commission

Article 246 (2) (a) (iii) of the Constitution and Section 5(4) of the National Police Service Commission Act, 2011

No. of Vacancies: 3

For appointment as a member, National Police Service Commission under this category a person must:

i. be a citizen of Kenya;

ii. hold a degree from a university recognized in Kenya.

iii. have had at least ten years’ experience in any of the following disciplines:-

a) finance and administration;

b) economics;

c) human resources development and management;

d) public administration;

e) labour laws;

f) economics;

g) law;

h) human rights;

i) ethics and governance;

j) mediation and consensus building; and

k) change management.

iv. meet the requirements of Chapter Six of the Constitution; and

v. have had a distinguished career in his/her respective field.

Disqualification Criteria

A person shall not be qualified for nomination as a Chairperson or Member of the National Police Service Commission if the person—

i. is or has been, at any time within the previous five years, a member of Parliament or a county assembly;

ii. is a serving State officer;

iii. is a member of a governing body of a political party;

iv. is an un- discharged bankrupt;

v. has been convicted of a felony; or

vi. has been removed from office for contravening the provisions of the Constitution or any other law.

Interested applicants are requested to note that:

i. The names of all applicants and those shortlisted for each post shall be published in the print media after the closure of the advert.

ii. The salary and benefits for these positions shall be determined by the Salaries and Remuneration Commission.

iii. The chairperson and members of the Commission will be appointed for a single term of six (6) years and are not eligible for re-appointment.

Corporate Affairs Manager

The ideal person will primarily be responsible for marketing the programme activities, corporate growth & development, coordinating & overseeing all the operations of our County representatives’ countrywide, developing viable marketing strategies, market research & establishing a sustainable networking relationship with other stakeholders.

The ideal candidate must be holders of a Bachelors degree, below 35yrs with excellent communications skills, social & interactive, well presentable, outgoing, a good team leader and able to work within targets.

County Representatives

The ideal person will primarily coordinate, market, create awareness and enhance the link between the organization and its stakeholders at the county level.

Those applicants who are currently holders of any leadership position or role in any religious group, church, mosque dealing with youth matters will have an added advantage.

The ideal candidate must demonstrate the ability to work at the county level without supervision, capable of establishing networks at the grass root level, a team player, able to work within deadlines, a self starter with good communication skills. (Salary Kshs. 40,000/= per month).

We are an International Organization with offices in most major towns in the Country.

We have vacancies for the below positions which we need to fill urgently.

Business Manager
• University Degree (BSc or BA) from a recognised University or a Certified Public Secretary (CPS) certificate at final level.
• She/ he shall demonstrate competence and a minimum of eight (8) years proven experience in Business Administration, and wide experience with Public or Private Sector and administration/management of a technical facility/project in a similar capacity.
• The candidate should be of high integrity, be well versed with the Laws of Kenya, especially, the Penal Code, the Civil Procedure Code, Company Law, Public Roads Act and the Traffic Act (CAP 403) of the Laws of Kenya.
• She/he should be computer literate and have excellent communication skills.
Assistant Business Manager
• University Degree (BSc or BA) from a recognised University or a Certified Public Secretary (CPS) certificate at final level.
• He shall have six (6) years proven experience in Business Administration, have good communication skills and be of high integrity.
• In addition, he shall have adequate experience and exposure to Public or Private sector administration and knowledge of and experience in administration of a technical facility/project in a similar position.
• He shall have training in ICT or project performance monitoring and evaluation and have adequate experience in the use of desktop computer applications.
• OR a trained professional in Building or Civil Engineering holding a Degree OR Higher National Diploma in Civil Engineering, Architecture or Building Economics from a recognised Institution.
• The applicant should have previous working experience of five (5) years and adequate knowledge of building codes and civil works specifications, contact law and contract administration besides working knowledge of common desktop computer applications and popular CAD Software.
• The applicant should also have a wide experience in the preparation of schedules for repair works and costing them.

System Administrator
• Bachelor of Science Degree or Diploma in Computer Science.
• In addition, should possess at least a Certified Network Associate qualification (or equivalent) with three (3) years hand-on experience in Network Administration or Systems Integration in a busy database management environment.
• He should have proven knowledge on enterprise databases and compute applications and have excellent communication skills. He should be fluent in both English and Kiswahili.
Vehicle Inspectors
• Vehicle inspectors must posses at least a mean grade C at KCSE.
• Additionally, they must have a Diploma in Automotive Engineering and be a licensed vehicle inspector with at least three years hand-on experience in vehicle inspection in a busy environment.
• They should have excellent communication skills and fluent in both English and Kiswahili.
• They must be of high integrity.
Census Clerks
• These Clerks must possess Kenya Certificate of Secondary Education (KCSE) with a mean grade C and a minimum grade of C- in Mathematics, English and Kiswahili.
• They should have a diploma in ICT or be in possession of the International Computer Driver’s Licence (ICDL) Certificate.
• He should have a basic understanding of Kenyan legal and court systems, a minimum of two (2) years previous hands-on experience (such as paralegal staff) in a busy law establishment in Kenya.
• He should be a person of high integrity, fluent in both English and Kiswahili.

Machine Attendant / Computer Operators
• Applicants must posses Kenya Certificate of Secondary Education (KCSE) with a mean grade C and a minimum grade of C- in Mathematics, English and Kiswahili.
• Each staff should have a diploma in ICT or be in possession of the International Computer Driver’s Licence (ICDL) certification and must have three years (3) hands-on experience as computer terminal operator in a busy data processing environment and demonstrate fluency in both English and Kiswahili.
• OR possess Kenya Certificate of Secondary Education (KCSE) with a mean grade C and a minimum grade of C- in Mathematics, English and Kiswahili.
• They should have a diploma in ICT or be in possession of the International Computer Driver’s Licence (ICDL) Certificate.
• He should have a basic understanding of Kenyan legal and court systems, a minimum of two (2) years previous hands-on experience (such as paralegal staff) in a busy law establishment in Kenya.
• He should be a person of high integrity, fluent in both English and Kiswahili.

Escorts Personnel
• Applicants for this position must posses Kenya Certificate of Secondary Education (KCSE) with a mean grade C- and a minimum grade C- in Mathematics, English and Kiswahili.
• The applicant should have undergone a recognised training in security establishment and has two (2) years previous experience in Law enforcement and provision of security services.
• The applicant shall be a person of high integrity and fluent in English and Kiswahili and skills in inter-personal relations.
Others Qualifications:

All applicants for above positions must be Kenyan female/male citizens aged below 40 years, Physically fit, able to work long hours with minimum supervision, high integrity, honest, firm and team player .

Work Station:

The Positions are open in Mombasa and Nakuru. However, applicants should be prepared to work anywhere within Kenya.

Terms of Employment:

Employment shall be on Contract initially with possibility of conversion to permanent and pensionable terms subject to satisfactory performance.

Requirements

Applicants must have a minimum of diploma in a related field with at least five (5) years experience at the position of Chief Inspector/Captain or equivalent in the Kenya Police or Military. Candidates should attach evidence of these positions.

They should be people of high integrity with ability to supervise staff and carry out routine security investigation work. They should be prepared to work during odd hours and on public holidays.

They should be both physically and mentally fit, and should demonstrate evidence of good conduct. Those who have resigned or retired should have been discharged honourably.
Successful candidates will be expected to work within the University Security set up and report to the Principal.

Director, Corporate Affairs
Grade 12

Reporting to the Principal, the successful candidate will offer expert advice to the College and provide communication leadership and direction for internal and external customers in order to contribute to the realization of the University’s strategic plan and vision.

Requirements
• A Bachelor of Arts degree in Public Relations/Mass communication or related field, with at least seven (7) years of progressive professional experience in the fields of Communication and Public Relations.
• The experience includes five (5) years working with print/electronic media at middle to senior level. A postgraduate qualification in related fields will be an added advantage.
• Proficiency in oral and written English, including the ability to write and critically edit analytical and policy papers, and to prepare and deliver PowerPoint presentations.
• Demonstrate success in developing communications campaigns and programs, preferably in a large public organization.
• Ability to handle multiple assignments, work under pressure and maintain organized work habits.
• Additional qualifications especially media experience that would add value to the College will be an added advantage.

Responsibilities
• Plan, develop and implement Public Relations and communications strategies, including advertising roles.
• Establish and develop the University’s corporate relationship with the print and electronic media, including collating and analyzing relevant media coverage on university activities.
• Manage, train and motivate direct reporting staff according to University procedures, policy and employment law.
• Coordinating the preparing and production of publicity brochures, handouts, direct mail leaflets, promotional videos, photographs, films and multimedia programmes.
• Coordinate social corporate responsibility programmes, including corporate partnerships and community based projects.
• Coordinate key internal and external corporate events, including VIPs visits to the University.
• Managing the Public Relations aspects of potential crisis situation in the University.
• Develop presentations, speeches, and outlines as directed by the College.
• Monitor and report on Communication and Public Relations activities and provide relevant management information.
