I. Background on ACTED

II. Background to the Position

ACTED is about to launch an emergency response to the minimize the potential effects of La Niña in West, Central and North Pokot. This project includes extensive destocking and deworming of animals, cash transfers and rehabilitation of communal water facilities.

ACTED believes that these activities will allowvulnerable communities’ to respond efficiently to the currently forecasted drought spell.

III. Job Duties and Responsibilities:

Under the overall supervision of the Area Coordinator, the Program/Base Manager will:
• To provide overall coordination and management of the project implementation process.
• Together with ACTED’s Appraisal Monitoring and Evaluation Unit (AMEU) develop project implementation plans and reports according to approved ACTED and donor standards.
• To coordinate with thefield team and AMEU to prepare project monitoring and evaluation plans.
• To set up, plan, supervise and monitor the project to ensure the successful implementation of all project activities, the generation of planned outputs and attainment of key project objectives.
• To manage and coordinate a team of Community Mobilizers, Technical staff and CFW supervisors.
• To carry out regular field visits to all project sites to verify project progress, technically assess activities, the efficiency of resources used and, importantly, to ensure compliance to all ACTED policies and procedures.
• To budget and monitor project expenditures to ensure they are in line with ACTED and donor requirements;
• To coordinate, with ACTED’s logistics and finance departments, the procurement and delivery of supplies, equipment, tools, materials, etc.
• To initiate, develop and maintain relationships with other actors and stakeholders of the Project, inclusive of local authorities.
• To organize and attend internal and external coordination meetings
• To coordinate regularly with ACTED’s Appraisal Monitoring and Evaluation Unit (AMEU) to assess project activities, documentand implement lessons learned during the implementation of the project.
• To ensure that all project reporting (internal and external) is completed on time and is of a high standard.
• Bi-weekly reporting;
• Liaise with Reporting Department so as to deliver timely reports to the lead agency/donor.
• To establish and maintain a good relationship with the community, relevant Ministries and local authorities.
• To establish strong links with other livestock agencies working in the projects field locations and with FAO.
• Any other duty that may be assigned by the Area Coordinator.

IV. Qualifications Required
• Minimum Bachelor degree in community development, agriculture, production, livestock or preferably veterinarian science;
• At least 5 years practical work experience with (agro-) pastoralists on animal health, production and/or agriculture;
• Strong organizational, supervisory and writing skills;
• Proven ability to work creatively and independently both in the field and in the office;
• Highly motivated and with a desire to work with local communities;
• Ability to travel and work in difficult conditions and under pressure;
• Pokot language skills an added advantage;
• Previous experience in Program Management position a must;

VSF Germany Project Manager Job

VSF Germany is an international Non Governmental Organization, providing humanitarian aid and development assistance to pastoralists and vulnerable communities in areas where livestock is of importance.

In the region, VSF Germany implements activities in southern Sudan, Kenya, Somalia, Tanzania and Ethiopia.

The Project:

VSF G is preparing to implement the La Nina project in Turkana & Marsabit in Northern Kenya. The project intends to mitigate the impact of drought on vulnerable people in the Arid and Semi Arid Lands (ASALs) of Northern Kenya.

The vast majority of the people within the area are pastoralist, whose livelihood depends on livestock. With the increase in the frequency of severe droughts, the communities find it more challenging to retain their main Source of livelihood, hence decreasing livestock assets to unsustainable levels and forcing thousands to depend on food aid or search for other means of income.

This project is an intervention for pastoralist, with opportunities to market their livestock and develop linkages between the communities and traders in the region. Similarly the project will endeavor to develop livestock marketing trade patterns.

On the other hand the livestock off take is mainly to safeguard the survival of fewer animals but with high value for breeding. In realizing the project objective, VSF G is working together with VSF Suisse, VSF Belgium, Oxfam, Acted-Kenya & Uganda in implementing similar activities in Isiolo, Wajir, Mandera, Garissa, Baringo & Pokot.

We seek to recruit a qualified and well experienced Project Manager to support the implementation of the project. The Project Manager’s position is field based with frequent visits to other locations within the project area. The incumbent will work in collaboration with other partner organizations & the Head of Programmes.

Experience and competencies
• At least 3 years experience with animal health issues in a pastoralist set up is required.
• Demonstrable understanding of the dynamics of pastoralist livelihoods, peace building and conflict resolution, preferably gained within an international NGO.

ILRI is seeking to recruit 3 site coordinators (1 person per site) for a new project on dairy cattle genetics in East Africa to oversee and conduct data collection at farm and community levels.

The project aims at identifying appropriate genotypes for smallholder dairy farmers in Kenya and Uganda, and best mechanisms for their delivery. Data will be collected at different levels (community, farm and animal) and at different points of time as animals will be monitored over an 18-month period.

The site coordinator will be responsible for coordinating all project activities at site level.

• Assist project team identify and select farms and cows to be included in the project and study;
• Supervise baseline survey data collection, and data entry by the survey enumerators;
• Collect and enter monitoring data from about 150 households in each site;

The purpose of the assignment is to provide technical support in the field of wildlife health within the frame of IRCM plans and activities implemented by AU-IBAR in partnership with RECs and their Member States, AUC/DSA and international technical organizations (FAO, OIE and WHO) with regard to the preparedness, prevention and control of TADs and zoonoses at regional, inter-regional and continental levels.

His/her main duties are as follows:
• Provide technical advice in the field of wildlife health in the framework of IRCM;
• Determine the areas, with regard to capacity on wildlife health, that need to be strengthened to enable the region respond effectively to TADs and zoonoses and propose activities to be undertaken to strengthen regional capacity to address wildlife health matters;
• Provide technical assistance in the development of inter-sectoral collaboration between domestic animals, wildlife and humans;

• On the basis of an assessment of capacities and priorities of the Member States and RECs to undertake disease surveillance in wildlife and performance of regional networks provide technical support to strengthen wildlife surveillance systems;

Educational qualifications:
• A Postgraduate Degree (Msc) in veterinary medicine with a specialization in wildlife health or ecology.

The African Union’s Interafrican Bureau for Animal Resources (AU-IBAR) is a specialised technical office reporting to the Department of Rural Economy and Agriculture of the African Union Commission.

AU-IBAR’s mandate is to support and coordinate the utilisation of livestock, fisheries and wildlife as resources for both human wellbeing and economic development in the member states of the African Union.

The African Union Interafrican Bureau for Animal Resaources (AU-IBAR) has established a secretariat to facilitate the coordination of African positions on draft animal health and food safety standards of interest to African Union Member States.

The secretariat will contribute to the improvement of the quality of participation (more consistent, more relevant, more science based) of African States in the work of international standards setting organizations and facilitate intraregional and inter-regional trade in animals and animal products on the continent by assisting countries to improve participation of stakeholders at national level in standards setting and promoting intraregional and interregional trade.

Major duties and responsibilities:

The position is based within the headquarters of AU-IBAR with frequent travel to African Union Member States and the headquarters of Regional Economic Communities (RECs). Under the supervision of the senior policy officer, trade and marketing, the incumbent will:
• Select priority topics of shared or common interest for the Continent on animal health (AH) and food safety (FS);
• Collate information from countries and African delegates, from Code Commission and other OIE working groups, Codex Committees or working groups;
• Analyse information, with help of experts when necessary, and suggest positions/comments/additional work;
• Propose common positions for validation by CVOs, National Codex contact points, Codex committees and Codex Alimentarius Commission;
• Promote the drafting of new standards for consideration by ISSOs;
• Establish a database of experts to be proposed for representation of Africa in committees and ad-hoc groups, and institutions to be considered as centres of excellence;
• Organise and participate in the training of delegates and focal points• Circulate relevant technical information to CVOs and National Codex contact points;
• Coordinate the activities of the PAFLEC secretariat• Perform any other duties as requested by the supervisor and the Director of AU-IBAR.

Educational qualifications:
• A Postgraduate Degree (Msc) in animal or food science. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Work experience:
• Seven years proven working experience in the livestock trade or food safety sector of which 3 years proven experience in management position at international level;
• Experience in dealing with senior government, regional and international organization officials.

Other relevant skills:

Major duties and responsibilities:

Working under the Chief Animal Health Officer through the Knowledge Management team leader, the Information system manager will be responsible for coordinating activities related to the development, deployment and use of the second version of the Animal Resources Information System (ARIS 2).

The detailed duties and responsibilities of the manager are:
• In collaboration with the head of units plan long, medium and short term activities aimed at identifying animal resources information needs of Member States, Regional Economic Communities and AU-IBAR and different tool required to manage and disseminate information;
• Prepare concept notes, projects and identify sources of funding for the running and sustenance of ARIS;
• In collaboration with all the AU-IBAR Units and Sections and using ARIS 2, collect, collate and analyse animal resources data from AU member states and disseminate appropriate information including on the situation of Transboundary (TADs), zoonotic, emerging and re-emerging diseases, , their risks and progress of control efforts in Africa, animal demographics, trade and marketing among others;
• Advice on planning, developing, maintaining and upgrading ARIS 2, as well as other information and communication tools such as portals, Web GIS, etc. which extract and disseminate information from the system;
• Collaborate with international and regional organisations for establishing data sharing methods between ARIS and information systems operated by these institution (Interoperability);
• Interact with AU member states, Regional and International organisations, research and academic institutions, etc. representing AU-IBAR in matters pertaining to animal resources information management sharing experience and collaborative works;
• Actively participate in animal health unit and knowledge management programme meetings and activities and contribute to formulation of projects, reports and plans.

Educational qualifications:

Interventions will target capacity building with regard to the coordination of, as well as preparedness, prevention and control of TADs and zoonoses at regional, inter-regional and continental levels.

Major duties and responsibilities:

The position holder’s main duties and responsibilities are:
• Provide technical support in the field of public health, with special emphasis on preparedness, prevention and control of Trans-boundary animal diseases and zoonoses, and other emerging and re-emerging infectious diseases;
• Assess, in the context of zoonoses, the functioning of health systems and propose ways of reinforcement of the country’s public health services to prevent and control priority zoonoses and other emerging and re-emerging infectious diseases;
• Assess the capacities to implement a regionally based prevention, rapid response and control system of zoonoses and proposes measures to strengthen them.
• Assist in the preparation of plans to be implemented to strengthen regional capacity to enhance inter-sectoral collaboration between health domains (domestic animals, wildlife and humans);
