Duties and Responsibilities
• Facilitation, conducting research and providing guidance to participants.
• Participating in training curriculum development and training programs
• Adapt and apply appropriate pedagogic strategies and techniques, and principles of instructional design to create blended learning experiences for adult learners.
• Coordinating local and international training workshops
• Advise the department on the appropriate uses of GIS and Remote Sensing applications in blended learning contexts.
• Preparing reports.
Applicants for the position of Lead Consultant trainers must have a PhD in a GIS and Remote Sensing related area. Experience in Instructional Design will be an added advantage.

Candidates applying for the positions of Consultant Trainers Must have a Masters or higher in a GIS and Remote Sensing related area. In addition they must have excellent technology skills in Free and Open Source GIS and Remote Sensing software such as QGIS, ILWIS, PcRaster, Map Window and GRASS amongst others.

Knowledge of basic web programming, Google Maps API Family, GeoServer or MapServer, graphic manipulation, is essential for those applying for the Open Web GIS Training.
The ideal candidate should have a minimum of three years of relevant experience.

The Danish Refugee Council, Somalia Programme is looking for an English & Somali speaking Programme Officer with a background in project management, for the following position:

Programme Officer, Mixed Migration based in Bossaso, Puntland

The position of Programme Officer (Mixed Migration Coordinator) is a coordination position in support of the Mixed Migration Task Force (MMTF) Bossaso.

In coordination with the MMTF Bossaso, the post holder will assist in implementation, monitoring and reporting on activities aimed at reducing the negative consequences of migration issues in the region through support both to migrants and host communities as well as capacity building of local authorities to address migration challenges.

The position is based in Bossaso, Puntland and involves extensive consultation and engagement with MMTF agencies’ staff.

The Mixed Migration Coordinator will be expected to:

1. Proactively coordinate the MMTF including:
• The revision and update of the MMTF Referral/Response matrix;
• The revision and update of the MMTF Bossaso Action Plan;
• Assess the possibilities for other international and national NGOs to join the MMTF;
• Preparation and organization of the MMTF meetings and completion of meeting minutes;
• Preparation of the MMTF work-plans, reports and newsletter.
2. Collect, consolidate and analysis of mixed migration data:
• Maintain efficient working relations with project partners and organizing stakeholder meetings.
• Explore the possibilities of cooperation with local NGOs in implementation of mixed migration activities.
• Establish and maintain efficient working relations between the MMTF and local NGOs working on migration issues in order to ensure effective response capacity.
• Coordinate, organize and arrange workshops, training sessions and project meetings for relevant stakeholders.
• Serve as a liaison person for coordination between MMTF and the Migration Response Centre (MRC) in terms of reporting and exchange of information.
• Draft correspondence, reports, electronic presentations and resource materials in both Somali and English.
• Assist MMTF agencies in developing new proposals and funding strategies.

Requirements:
• A degree in Human Rights and at least 3 years of relevant experience with UN agencies or international NGOs in relation to migration, refugees or human rights.
• Experience in programme implementation, monitoring and reporting.
• Must be fully proficient in both written and spoken English and Somali.
• Must possess excellent writing skills in both English and Somali, and computer literate.

Action contre la Faim (ACF) was founded by a group of prominent French figures in response to the emergency caused by Afghan refugees fleeing to Pakistan to escape fighting in 1979, with the aim of eradicating hunger in a more global, lasting and effective way worldwide.

ACF’s mission consists of saving lives via the prevention, detection and treatment of malnutrition, in particular during and following disasters and conflicts.

Overall Objectives:

Continuous analysis of the humanitarian context and definition of strategic programming:
• Collect Information and analysis from external sources and from technical coordinators
• Ensure information is analyzed and provide relevant future propositions for geographic and sectoral interventions throughout the country to Country Director (CD) in a timely fashion.
• Identify humanitarian needs, brief the mission team and design potential responses within the operational country strategy
• Lead the definition of the framework and orientation of strategic programming in collaboration with the CD and the Desk

• Contribute to the design and implementation of the Missions advocacy strategy

Human Resources Management and Capacity Building
• Provide training and guidance to all program staff on operational management of programs

• Conduct regular evaluations of Technical Coordinators / Program Managers and contribute to regular evaluations of Base Officers (in collaboration with CD)
• Revise all job descriptions for technical positions in collaboration with coordinators and CD as needed
• Deliver induction to all incoming staff on projects’ status and background country program strategy
• Overall responsible for providing the Human Resources Budgeting input to the HR Coordo with the support of the technical coordinators

Acting CD in the absence of the CD
• Be the acting CD in his/her absence and ensure the continuation of overall mission management under direct supervision of the Desk Officer.

• Be the focal point at mission level for external contacts such as Partners, Stakeholders, Donors and Media in the absence of the CD.
Profile:
• Significant experience in humanitarian and emergency/early recovery program management.

UNFPA wishes to nationally recruit a team of three qualified and dedicated consultants who will be charged with the responsibility of conducting the midterm review of the GOK/UNFPA 7th Country Programme and preparing the Country Brief and/or other technical papers as may be required.

The consultants will be responsible for the three core programme components of UNFPA, namely:

(i) Population and Development (PD) – (team leader);

(ii) Reproductive Health and Rights (RH&R); and

(iii) Gender Equality (GE).

The GOK/UNFPA 7th Country Programme responds to selected national priorities in the social and political pillars of Kenya Vision 2030, which is the country’s blueprint covering the period 2008 to 2030.

The Country Programme has been designed to contribute to the United Nations Development Assistance Framework (UNDAF) outcomes, while ensuring linkages with the UNFPA Strategic Plan, which is the centerpiece for organizational programming, management and accountability for the period 2008-2013.

The goal of the Seventh Country Programme is to contribute to the improvement of the quality of life of the people of Kenya, which will contribute to the First Medium Term Plan (MTP I) of Kenya’s Vision 2010.

The consultant on Population and Development will be the team leader and will in this capacity coordinate the activities of his/her co-consultants and assess the extent to which the various outputs contribute in meeting the aims of the GOK/UNFPA 7th Country Programme and the Government’s overall population objectives as they relate to the ICPD and ICPD+5 goals.

He/she will coordinate the inputs of co-consultants as well as write the comprehensive and synthesized report of the Country Programme.

Profile of the Consultants

Consultant for Population and Development/Lead Consultant:
• At least a Master’s Degree in a Population related subject, or any other relevant field;
• extensive national and international experience in monitoring and evaluation of programme population and development programmes.
• Experience on evaluation of UN supported programmes will be an added advantage.
Consultant for Reproductive Health and Rights:
• Master’s Degree in Public Health, or any other relevant field;
• extensive national and international experience in monitoring and evaluation of programme Reproductive Health programmes.
• Experience on evaluation of UN supported programmes will be an added advantage.
Consultant for Gender Equality:
• Master’s Degree in Gender and Development Studies, or any other relevant field;

Coordinator, Forced Migration Program - Eastleigh

Responsible to the Executive Director for strategic planning, budgeting, co-ordinating, developing and implementing of the Forced Migration programme aimed at empowering urban refugees and IDPs to access their human rights.

Also responsible for fund raising for programmes and developing improved systems and procedures as well as monitoring and evaluating programme activities and individual performance against set targets.

Other duties include report writing, team building, providing effective leadership and implementing on-the-job training to improve employee performance.

Minimum Qualification:
• Bachelor of Laws (LLB) degree, with relevant training in human rights focusing on refugee issues or equivalent qualifications.
• Must have been an Advocate of the High Court for a minimum of five (5) years, with a current practising certificate.

CTV Field Administrator Job

General Description

The Centre for Torture Victims (CTV) is an international non-governmental organization with its headquarters in Minneapolis, Minnesota (known in the US as “The Center for Victims of Torture”).

Founded in 1985, CTV was one of the first organizations in the United States to be dedicated to providing care and rehabilitative services to victims of politically motivated violence and torture. CTV has, since its establishment, become an internationally recognized provider of psychosocial training and direct services to torture survivors.

CTV’s major goal is to bring relief to survivors of trauma and torture in most need, enabling them to effectively function in their communities. CTV additionally seeks to build capacity in mental health and trauma treatment within the local population, which serves in the long term to strengthen general knowledge about mental health in the general population and will leave in place the beginnings of a mental health and trauma-recovery human infrastructure in the host country.

Purpose of Position

General Background

United Nations Development work in Kenya encompasses support to government priorities as envisioned in Vision 2030, Medium Term Plans and other development and poverty reduction instruments.

These efforts are guided by priorities in United Nations Assistance Framework (UNDAF) and the Country Programme Action Plan (CPAP).

One of the key focus outcomes within these frameworks is to support the country in reducing the impact of both natural and manmade disasters. UNDP approaches this from both a policy and programming perspective.

Specific areas of focus include: adequate preparedness, harmonized early warning systems, disaster prevention and mitigation strategies, mainstreaming, improved response and recovery UNDP Kenya Country office is at an advanced stage of finalizing an integrated programme for Disaster Risk Reduction (DRR) in Kenya.

Once finalized, the implementation will be rolled out in collaboration with different partners including government, private sector and NGOs. UNDP is also in the process of developing an Early Recovery Framework to support the concept of building back better as well as an integration of risk reduction in recovery efforts.

To achieve this, the Country Office requires an experienced disaster risk reduction and recovery adviser to support the unit in the finalization, roll out and implementation of these frameworks.

Objectives of the Assignment

Support UNDP achieving their strategy and priority areas for 2011 including but not limited to finalization and roll out of disaster risk reduction integrated programme, resource mobilization, improved partnerships and documentation.

Duration of Assignment, Duty Station and Expected Places of Travel

• Participate to Protection meetings on issues related to protection in general as well as to GBV and child protection at County and State level where to report the situation on the ground and coordinate with other partners on follow up of cases.
• Know the profile of the IDPs population by age and gender and know which groups have specific needs;
• Map out the protection support and activities which agencies and NGOs provide in the areas with a view to identifying possible gap areas;
• Along with the livelihood expert coordinate the livelihood activities ( skills training, IGA for CBOs, seeds and tools distribution) and supervise closely the selection of the beneficiaries among the most vulnerable.

Job Requirements
• At least 2 year experience working in protection related issues with refugees, Internally displaced people and local community or community services, community development.

• Work with the Communications team in the Region office to ensure a coherent communication strategy and an appropriate management of information reflecting the core nature of the International Federation's humanitarian activities.
• Ensure an ongoing working relationship and close cooperation and coordination with other units in the Region, especially the Federation Country Representatives and National Society Heads of DM.
• Ensure effective working relationships with technical and service units at regional, zonal and Geneva Secretariat levels.
• Assure technical guidance for operations in relief, assessment, health in emergencies, water and sanitation, shelter (including Emergency Shelter Cluster), and recovery is provided from the Regional Office.
• Ensure a good working relationship with the ICRC counterparts in the region as appropriate.
Response Preparedness and Early Recovery
• Assist Regional Disaster Response Team Officer to deliver relevant sessions of training for RDRT and other surge teams
• Assist organizational disaster preparedness through risk capacity mapping, emergency assessment training, National/Branch disaster response teams, WPNS and relief distribution modalities.
• Engage with partner national societies on recovery in operations and applied lessons learned.
Resource Management
• Work closely with Zonal PA/RM to raise operational funds in support of Federation appeals and activities.
• Provide direct disaster management support and human resource capacity to initiate emergency assessments, support emerging operations, bridge gaps in operation staffing and support ongoing operations technical sector needs.

Required qualifications


Education:
• Relevant university degree or extensive professional experience in related field
Experience:
• 5 years of relevant working experience in coordinating complex humanitarian operations internationally and or in the region.
• Good understanding of the common global humanitarian environment, strong analytical skills and capacity to translate analysis into action
• At least 3 years of work experience with Red Cross/Red Crescent

Oxfam GB, Horn East & Central Africa (HECA) works in different contexts on humanitarian, development and campaigns programmes in 10 countries across the region. HECA has the largest humanitarian programme in OGB.

The regional humanitarian function ensures capacity to scale up and respond rapidly to humanitarian emergencies across the region. To enable this, the team shapes the region’s humanitarian preparedness strategy as well as supports countries and partners during responses providing leadership and advice.

The Role

The role is a senior management post reporting to the Regional Director and a member of the regional management team (RMT). This role provides regional technical and strategic leadership in humanitarian programmes across HECA.

The post holder contributes to the shaping of the OGB corporate humanitarian strategy and the role is accountable for the development and implementation of the regional humanitarian preparedness strategy.

The role has people management responsibility of the rapid response team at the regional centre, matrix management of country humanitarian programme coordinators and manages a small regional budget. The role is the regional security focal point.

The Person

To be successful in this role you will have substantial exposure on strategic leadership of large humanitarian responses in dynamic contexts. You will have the ability to influence and support a multidisciplinary and multicultural team in appreciating and adhering to relevant humanitarian response standards, procedures and policy commitments.

Demonstrable skills in preparedness programming and humanitarian response gender analysis essential. This will include clear understanding of the practical significance of gender issues in humanitarian environment. You will be experienced in policy development in relation to humanitarian work. You will be a strategic thinker, culturally sensitive with good context analysis skills.

You must have excellent communication and representation skills. Fluency in written and spoken English is essential. Working knowledge of French is desirable.
