Water Services Trust Fund, Kenya is a State Corporation established under the Water Act, 2002 with the mandate "to assist in financing the provision of water services to areas of Kenya which are without adequate water services."
In order to meet its mandate WSTF would like to fill the following positions.
1. Senior Programme Officer, Water Resources
Location: Nairobi with frequent travel to the field
Ref: WSTF/SS3/2011 /I
The Senior Programme Officer, reporting to the Chief Executive Officer of the Water Services Trust Fund, will be in-charge of the Water Resources investment portfolio.
The Senior Programme Officer will be leading a small team of professionals in the Water Resources investment window.
Specific duties and Responsibilities:
Project Design Work
• Identify needs and undertake research on investment in the Water Resources Management.
• Set out the project selection criteria for Water Resources projects.
• Assist in the resource mobilization activities by preparing project proposals and promoting the Water Services Trust Fund investment opportunities to partners.
Investment
• Coordinate the overall Water Resources investment portfolio. Prepare disbursement and report on output.
• Assist in developing both short and long-term investment strategies and plans.
• Develop and promote effective tool/standard systems for investments e.g. unit cost.
• Liaise with and support the implementing partners
• Undertake the proper appraisal and verification of project proposals.
• Ensure the timely requests and disbursements of funds from the WSTF.
• Monitor the implementation of all investments in liaison with Water Resources Management Authority and other stakeholders to ensure compliance to technical, social, cultural and financial standards.
• Follow up the cross cutting issues
• Prepare timely reports and project briefs for presentation to the stakeholders.
• Prepare and facilitate technical evaluation missions and audits.
• Perform any other duties assigned by the CEO from time to time.
Management
• Management of staff and consultants
Qualifications/Key competences
• B. Sc in Water Resources Engineering, Civil Engineering/ Hydrology or an equivalent qualification
• Registration with a professional body
• 7 years experience, 5 of which must be at a senior position in the water sector
• Possess management skills
• Knowledge of the Integrated Water Resources Management
• Knowledge of monitoring and evaluation procedures
• Knowledge of the ISO 9001:2008 certification process, added advantage
• Computer skills: excellent EXCEL, optional CIS programmes
2. Senior Programme Officer, Water Services

The Senior Programme Officer, reporting to the Chief Executive Officer of the Water Services Trust Fund, will be in-charge of the water supply and sanitation investment portfolio.
The Senior Programme Officer will be leading a small team of professionals in the water services investment window.
Specific duties and Responsibilities:
Project Design Work
• Identify needs and undertake research on investigations in water supply and sanitation services
• Set out the rural water and sanitation project selection criteria for rural water services financing window
• Assist in the resource mobilization activities by preparing project proposals, promoting the WSTF investment partners.
Investment
• Coordinate the WSTF rural water services investment portfolio.
• Preparation of the disbursements and reporting on outputs.
• Develop both short and long-term investment strategies and plans for water supply and sanitation.
• Liaise and communicate to the implementing partners
• Undertake the proper appraisal and verification of project proposals.
• Monitor the implementation of all investments in liaison with Water Services Board and other stakeholders to ensure compliance to technical, social, cultural and financial standards.
• Follow up the cross cutting issues.
• Prepare timely reports and project briefs for presentation to the stakeholders.
• Prepare and facilitate technical evaluation missions and audits.

3. Programme Officer, Irrigation
Location: Nairobi with frequent travel to the field
Ref: WSTF/SS3/2O11 /3
The Programme Officer will be assisting the WSTF to develop the financing mechanism for irrigation to small scale farmers. The Programme Officer will be responsible to the Team Leader of the Water Resources investment window of the WSTF.
The candidate should be a strategic thinker and have the ability to integrate, conduct wide stakeholder consultations and create new investment modalities.
Specific duties and Responsibilities:
Project design work
• Initiate strategic planning for investment into small scale irrigation through WSTF.
• In cooperation with national partners. Ministry of Water and Irrigation, Ministry of Agriculture and National Irrigation Board, initiate and conduct negotiations on the partnership relations in order to establish a funding procedure for the irrigation investment for small scale farmers
Investment
• Assist in developing both short and long-term investment strategies and plans.
• Develop and promote effective tool/standard systems for investments e.g. unit cost.
• Liaise with and support the implementing partners
• Undertake the proper appraisal and verification of project proposals.
• Monitor the implementation of all investments in liaison with stakeholders of the irrigation sector to ensure compliance to technical, social, cultural and financial standards.
• Follow up the cross cutting issues
• Prepare timely reports and project briefs for presentation to the stakeholders.
• Provide any information required by audits and technical evaluations.
• Perform any other duties assigned by the Team Leader from time to time.
Qualification/Key Competency;
• Have B. Sc in Irrigation Engineering, from a recognized university
• Registration with a professional body
• Have 5 years practical experience in the field of irrigation
The jobholder must possess know-how and skills in:
• Knowledge of the Water Sector Reform and the New Water Sector Institutions
• Knowledge of the irrigated agriculture and irrigation techniques
• Knowledge of the small scale farmers irrigation practices
• Knowledge of monitoring and evaluation procedures
• Possess project management skills
• Report writing
• Computer skills: excellent Microsoft Office
4. Programme Officer, Environment
Location: Nairobi with frequent travel to the field
Ref: WSTF/SS3/2011/4
The Programme Officer will be assisting in the operations of the Water Services Trust Funds water resources investment.
The Programme Officer will be responsible to the Team Leader of the water resources investment window of the WSTF.
Specific duties and Responsibilities:
Investment
• Assist in developing both short and long-term investment strategies and plans.
• Develop and promote effective tool/standard systems for investments e.g. unit cost.
• Liaise with and support the implementing partners
• Assist in the appraisal and verification of project proposals.
• Monitoring the implementation of all investments in liaison with Water Resources Management Authority to ensure compliance to technical, social, cultural and financial standards.
• Follow up the cross cutting issues
• Assist other investment windows in the issues of environment
• Prepare timely reports and project briefs for presentation to the stakeholders.
• Provide information required by the Auditor
• Perform any other duties as be assigned by the Team Leader from time to time.
Qualification/Key Competency;
• Have B. Sc in Hydrology, Environmental Science or related field, from a recognized university
• Registration with a professional body
• Have 5 years practical experience in the field of water supply and sanitation
The jobholder must possess know-how and skills in:
• Knowledge of the Water Sector Reform and the New Water Sector Institutions
• Knowledge of Integrated Water Resources Management
• Knowledge of monitoring and evaluation procedures

5. Legal Officer
Location: Nairobi with frequent travel to the field
Ref: WSTF/SS3/2011/4
Specific duties and Responsibilities:
• Prepare and administer an effective bring up system on communication on all legal matters and other related issues.
• Provide legal advice on the implication of reports that implicate staff of WSTF.
• Review the company's policies and procedures; standard documentation to ensure compliance with legal and regulatory requirements.
• Documentation and storage of Legal and Gazette Notices, legal notices and update of statutes.
• Establishing and maintaining a Case Management System.
• Provide guidance on matters of Audit queries that need constant follow up.
• Manage WSTFs panel of external lawyers.
• Advice on HR policy, Employment Act, Insurance Policy and other acts of Parliament
• Developing control procedures to ensure security of records and documents belonging to the trust fund
• Undertake any other duties as may be assigned from time to time.
Qualification/Key Competency;
• Bachelor of Law (LLB) from a recognized university
• Postgraduate Diploma in Law from Kenya School of Law.
• Advocate of the High Court of Kenya eligible to practice law.
• A member of a professional body e.g. Law Society of Kenya, Institute of Arbitrators.
• A CPS (K) or a related qualification will be an added advantage.
The jobholder must possess know-how and skills in:
• Strong communication skills and
• Ability to develop position papers as well as write reports
• Demonstrate technical expertise in strategic change management, risk management, quality assurance as well as monitoring and evaluation
