Manager – Electrical Engineering Section
Working in a team environment, and reporting to the Director of Engineering, the Manager, Electrical Engineering Section will be responsible and accountable for the supervision of technical staff, project management, project budgets, development and implementation of electrical standards, and the ongoing operation and administration of the Section. The Electrical Engineering Section provides electrical engineering services on capital projects, operations support, and distribution system analysis and design work undertaken by the Corporation.

DUTIES AND RESPONSIBILITIES INCLUDE:
• Managing time efficiently to withstand stress due to high volume of work and conflicting priorities
• Responding to multiple demands and prioritizing responses
• Reviewing final designs of electrical system designs for the various facilities that QEC constructs and/or operates
• Signing the Corporation’s Engineering Permit Stamp for in-house Electrical design drawings
• Performing technical reviews and providing quality assurance, with respect to applicable codes, standards and design accuracy, on electrical designs, specifications, quantity and cost estimates, tenders and contracts prepared in-house, by specialists or by engineering consultants
• Recommending to the Director, Engineering, the electrical engineering work that is best done in-house and the work that needs to be contracted-out due to staff shortage or lack of in-house expertise
• Initiating, developing, implementing and maintaining suitable Corporate electrical engineering standards for the safe, reliable operation of diesel generating stations and electrical distribution systems
• Contributing to the preparation of the Corporation’s annual and five-year capital plans
• Providing regular written and verbal progress reports to the Director, Engineering on capital, maintenance and Section matters
• Preparing, submitting, and presenting to Executive Management, written technical reports, project briefs, and other technical and Section-related documentation
• Ensuring that departmental policies and procedures comply with corporate standards
• Maintaining the confidentiality of all Corporation information that comes to his or her attention
• Managing staff involved in the electrical design, construction and commissioning of capital projects and maintenance work for diesel generating plants, alternative energy systems, and substation and electrical distribution systems, and hiring staff in consultation with the Director
• Managing staff and projects to deliver a high-quality product and complete projects on schedule and on budget
• Assigning and monitoring work of subordinate staff and ensuring that quality work is performed at all times
• Performing project management functions on projects that have multi-discipline tasks and team members
• Ensuring that projects are completed as per the design, on schedule and within budget
• Providing technical support and advice, via the technical staff, on all electrical maintenance issues, as requested by Corporate operations staff in the Regions
• Preparing and administering the annual operations and maintenance budget for the Electrical Engineering Section, and submitting the budget to the Director, Engineering for review and approval
• Maintaining a high level of technical expertise by doing hands-on electrical design work, learning new methods applicable to the electrical engineering discipline, and attending courses and seminars on an ongoing basis, as well as exchanging information and expertise with other utilities, suppliers, consultants and contractors
• Ensuring the overall integrity, design feasibility, and completion of engineering designs, project management, and commissioning of new projects
• Ensuring that engineering standards are consistent with evolving utility industry practices
• Working closely with Operations Management Team to ensure a common approach and develop best practices
• Analyzing resource requirements based on backlog and potential business volume, making recommendations and implementing resource changes as approved
• Managing the Electrical Section efficiently and under minimum supervision
• Performing annual employee evaluations to set new goals, recognize achievements, and establish developmental improvement and career development plans
• Interpreting the Collective Agreement in partnership with HR
• Identifying specific staff training and development requirements directly related to their position
• Identifying high-potential and high-performing employees for development
• Working to create a culture within the Engineering Department that respects all employees, and encourages and motivates them to improve
• Providing ongoing coaching and mentoring to ensure employee growth, confidence and independence

REQUIRED QUALIFICATIONS INCLUDE:
• Registration as a Professional Engineer with NAPEGG and/or eligibility for immediate membership in NAPEGG
• Bachelor of Science degree in Electrical Engineering
• 10 years of senior-level electrical design, construction and project engineering/management experience, including at least 3 years directly related to diesel power generation and distribution system with a regulated utility
• 2 years of experience supervising professional staff
• Above-average verbal and written communication and organizational skills
• Above-average interpersonal skills and ability to work and manage in a team environment
• Ability to manage difficult situations such as technical, financial, capacity and safety issues as they arise
• A high level of creativity and originality

Salary is dependent on qualifications and experience. We offer a comprehensive benefits package, including a Northern Living Allowance of $15,016 per year. The competition will remain open until the position is filled.

Preference will be given to beneficiaries of the Nunavut Land Claims Agreement.
