SMVDU was created under an Act of the J&;K State Legislature in 1999 as a fully residential technical University, the first of it’s kind in J&K. Recognized by UGC under Section 2(f) &12(B) of the UGC Act of 1956, the university receives funding from UGC.

His Excellency the Governor of J&K, Sh. N N Vohra is the Chancellor of the University while Prof. R N K Bamezai is the 3rd Vice-Chancellor of the University. Mrs. Roop Avtar Kaur, IFS is the Registrar of the University.
