Background information and project summary
VSF Belgium is an International NGOs delivering humanitarian and development interventions in the Horn of Africa.
The main activities undertaken focus on improving animal health, food security, initiating peace and conflict resolution approaches amongst conflict communities and supporting the livelihoods of pastoralist.
The EC Fodder project was a 9 months project funded by EC through Food and Agriculture Organization FAO under the Food Aid Decision. The implementation area was the Turkana and Greater Garissa District in Kenya and was implemented by VSF Belgium.
The overall Goal of the projects is to contribute to the mitigation of the effects of volatile food prices on the food security of the most vulnerable population in Kenya by supporting existing programs aimed at increasing food production in this case Drought Management Initiative EC funded and a proposed recovery phase of emergency destocking in Garissa (Commenced in September 2009, funded by ECHO)
Final Evaluation: It was foreseen that the final evaluation shall be conducted in Turkana and Garissa in the last month of the project that is December 2010.
The evaluation team will assess in a participatory manner the Relevance, Efficiency, Effectiveness, Impact, Sustainability and Reliability of the emergency action and in close collaboration with the District departments, community and FAO.
Title of project: Enhancing Livestock Production to Support Vulnerable Populations in Kenya Affected by Volatile Food Prices

Duration: 9 months (September 2009-December 2010)
Collaboration & partners:-District livestock production officers, Drought Management Officers - ALRMP II, local Pastoralists Field Schools in target areas of Turkana and Garissa.
Principal Project objectives: The goal is to ensure targeted pastoral and agro-pastoral communities strengthen resilience to external shocks and pressures such as climatic change and volatility in essential food and non food items.
Specific Objective: To enhance livestock production and food security for at least 20,000 persons through a sustained boost in forage resources in selected program areas of Greater Garissa and Greater Turkana.
Target areas: The project was implemented in Greater Turkana and Greater Garissa from September 2009 and end in December 2010.
Budget: Overall budget US$ 100,000 shared between Turkana and Garissa on a ratio of 5:2 as per agreed targets.
Objectives of the final evaluation
The evaluation needs to clearly address if goals and results were achieved and who benefited to which extent.
Specifically the evaluation will establish the impact of the Program in reference to the following:
1. Evaluation of the Strategy and the Methodology used
2. To determine the relevance of the intervention in terms of timing , targeting and design
3. Perception of the communities, regarding the Products and Services offered through the Program.
4. Identification of results/milestones/Goals
5. Determine cost benefit analysis of the fodder production as part of livestock intervention
6. Document the efficiency of the intervention based on the results achieved with available resources
7. Identification of indicators of success and identify the impacts from the communities’ view and comments and the benefits from the interventions
8. Describe the effectiveness of the interventions based on the available information
9. A comparison between achieved outputs/results and project outputs outlined in the project document.
10. Extensive discussion on success and lessons learnt and shortcomings and give recommendation for future interventions
11. Crosscutting issues e.g. gender
12. Participation of the local community.
13. Analysis of findings, and report writing
Results of evaluation
A detailed report indicating clearly the main impacts, lessons learnt and key recommendations
Methodology of data Collection The following methods of data collection may be used in combination to collect all the required information.
1. Desk review of VSF Belgium project progress reports and relevant reports on Fodder project activities
2. Focus group discussion with stakeholders, pastoralists and key actors in Turkana and Garissa
3. Key informant interviews with relevant experts in emergency interventions and heads of departments from the collaborating sectors listed above.
4. Use of Participatory skills and approaches and field data collection with pastoralists in target areas.

The profile of the consultants for the evaluation
• Degree in livestock production, Rangelands management or related disciplines
• Post graduate qualifications in projects cycle management/projects evaluation
• Experience in evaluation of similar livestock based livelihood projects in the ASAL areas in the Horn of Africa
• Good communication skills and use of PRA tools under livestock systems
• Good analytical and data presentation skills
• Capacity to document project impacts based on gender and social strata
• Excellent report writing skills
